We are watching two major pieces of legislation at the federal level: 1) The “INVEST in America Act” (Senate Amendment 2137 to H.R.3684), which is authorizing legislation for a massive infrastructure spending package; here is a summary of its major provisions from Independent Sector, and 2) the Better Care Better Jobs Act (H.R.4131 and S.2210), which has significant funding and implications for Home and Community Based Services (HCBS). In other national news, Chapin Hall at the University of Chicago and Howard University conducted a study about the impact of the COVID pandemic on young people, which shows “alarming levels” of housing and food insecurity during the pandemic, especially among young BILPOC.
At the state level, the Center for Tax and Budget Accountability published its FY22 State Budget Analysis and the the Governor’s Office of Management and Budget released its annual Fiscal Scan of Illinois Public Investments in Children and Youth for FY20, with support from coalition partner Children’s Home and Aid.
