Late on the night of January 27, OMB sent a memo to federal agencies requiring, “to the extent to permissible under applicable law, federal agencies must temporarily pause all activities related to obligation or disbursement of all Federal financial assistance, and other relevant agency activities that may be implicated by the executive orders, including, but not limited to, financial assistance for foreign aid, nongovernmental organizations, DEI, woke gender ideology, and the green new deal.”

Financial assistance is defined here to include all federal grants/loans except those that provide direct assistance to individuals. The temporary pause becomes effective today at 5pm. The language in the memo is intentionally vague, and we do not know how it will be implemented. We are actively working on a coordinated response with the Health and Human Service Coalition of Illinois and will keep partners informed about how this unfolds.
