The Community Partner Fair Contracting Package took a major step forward last week.
All three bills were combined into an omnibus package under HB4340 Senate Amendment 5, which passed unanimously out of the Senate Executive Committee on the agreed bills list. A huge thank you to all of our sponsors in the House and Senate, the ICOY team, and especially the team at Forefront for all the work it took to get us to this point. We expect HB4340-SA5 to pass out of the Senate this week and then return to the House on concurrence
The package includes reforms to the Government Accountability and Transparency Act (GATA), the Prompt Payment Act, and the Court of Claims Act to help improve the timeliness and transparency of state grant contracts, payments, and claims processing for community partners across Illinois.
This legislation is the result of years of collaboration, research, negotiation, and advocacy involving community providers, statewide coalitions, GOMB, state agencies, and legislative champions. We are grateful for the strong partnership and engagement that helped move this work forward.
