Illinois Partners has released Beyond Resilience: A Call for State Action, the fourth and final report in our Federal Changes, Community Consequence.

Federal Changes, Community Consequences Final Report: Roadmap for Mitigating Federal Uncertainty.

The yearlong series examined how federal funding and policy shifts have affected community-based health and human services across Illinois. Drawing on a full year of survey data, this report synthesizes what we’ve learned and lays out a Roadmap for State Action to stabilize the sector moving forward, shaped by five prominent throughlines that defined the timeframe we examined:

  • Federal uncertainty became organizational uncertainty
  • Providers faced more pressure while community needs stayed high
  • Impacts extended far beyond funding – into staffing, morale, and mission
  • Fear of federal scrutiny shaped decisions before action ever occurred
  • Provider resilience, while remarkable, is not a sustainable substitute for policy support

Across four surveys, one truth held steady: Illinois’ human service providers have carried enormous weight with resilience, determination, and a solutions-oriented mindset, but as the title suggests, Illinois must move beyond relying on that resilience. The roadmap for the State is clear: stabilize funding, simplify systems, center equity, and protect access. The report lays out clear recommendations on how to accomplish these goals so that organizations delivering essential services have what they need to ensure community well-being across Illinois.

Thank you. This series was made possible by the partner organizations who so generously shared honest accounts of what they were experiencing – the budget strain, exhausted staff, impossible choices, and moments of pride and purpose too. To every partner who completed a survey, shared a story, or trusted us with a quote: thank you. Your candor allowed us to create a clear-eyed view of this moment, and your resilience, though it should not be the answer, has sustained Illinois communities throughout an extraordinarily difficult year.

We’re grateful to walk this road with you, and we remain committed to advocating for the stable, equitable human services infrastructure all of our communities deserve.
